The two songs have few if any similarities. Saying that Abie Rotenberg plagiarized a song from a non-Jewish source (or even a Jewish one) amounts to heresy. Rosh Hashanah is coming up, here's a tshuvah opportunity ;-)
This tune was not created by Abie, and I believe he credits it as being "traditional". I believe it was sung for generations of Yerushalmim, way before Dolly was born.
